Open-Only in PP2.0?

In the pursuit of one interpretation of fairness, in a game where PvP is ultimately an optional extra.
So its fair for people to block on sight, quit on sight and still carry on afterwards, over and over? Why are they in Open then, and not a PG?

And why are they in Open, in Powerplay? This is about making everyone play by a more unified ruleset.
 
From streams going right now: If I'm not mistaken, on Activities page in PP2.0 everything present including Mining and Exo. I believe, that is all what we need to know how PP2.0 will "restrict" anything to "fair" Open-only. Take it or leave it.
Then anyone pledged is a target in Open.

Like shooting at anything one instances with they are both part of Open.

As to why are they in Open - it's the only populated game mode available to players who have not yet found a PG that suits their play-srtyle preference. It is also the only game mode with an unlimited population. The maximum membership of a Private Group is also miniscule when compared to the number of players, takes a long time to fill, and not all members play at the same time (if they are still playing the game at all - noting how long it takes to grow membership).

Sounds like a PKer's wish list item - with eleven from twelve pledged players as targets (assuming equal distribution of players among Powers, which in v1 definitely was not the case).

And why have they also pledged? Remember what I'm debating here is Powerplay only.

Yep, its a very high merit requirement and I can hear the screams already.
Also from those who won't enjoy playing among those only interested in the modules, as they won't be playing it for the sake of the feature.

High merit requirements will increase the level of activity required of module shoppers - and if they don't enjoy PvP (which a sizeable subset of them likely won't) then it'll be likely to be done in modes other than Open.

Which, depending on what level of challenge they represent, may simply encourage players who don't enjoy combat not to pledge at all.
Absolutely! Just to imagine that I would like to put significant time for exploration, but Power I'm pledged to has no direct route to borders of Bubble. End of my pledge, probably.

Plan your exploration return and take a taxi. Would have to be tested but if you don't have too far to go, it might work

Nah - just use your Carrier (or ask someone with one for a favour - there are those who would happily help - and a hardened ship could be summoned to the Carrier for the last leg).
