All right so I am curious if this is an issue with anyone else, but I've trying to fight in all 3 locations at Santy, but whenever I do there's zero popup of "hey, you wanna fight in this conflict zone?" whatsoever. This is greatly annoying me because I want to do the community goal, but I literally am unable to because of the game not giving me any options. Anyone any solutions to this bug?

It's because you're not pledged to either side. Just start shooting. Optionally scan a ship first.
When checking your CG progress, check on a mission board, not the left-hand transactions panel.

Well that is... Annoying to say the least? Lmao, I've never heard of a conflict zone working that way especially since it really does warn "hey you are entering one" but not the "wanna pick a side?"
Apparently I did make some progress though but yeah, annoying and counterintuitive at the very least.

That is because we never had this kind of conflict zone before, it is new, and for all we know, the missing of the CZ UI, including picking a side and having a progress bar, is a bug. Not sure if Frontier confirmed this though. But is sure isn't intended behaviour.
 
It's quite broken for people not pledged to either side, but it's not that new, Power CZs came with PP 2.0.

However, this is the first time that non-pledged players have participated in such high numbers.

And PCZs being active in power-controlled systems are new.

If I am not mistaken, the "normal" PP CZs worked like normal CZs, only for powers. I have no idea what would happen for an unpledged player in one of those - are those bugged too?

This special kind of CZ with automatic progress tracking is definitely new though, right?
 
For unpledged players, it would be good and more realistic to do like a regular CZ's:
  • Be asked to pick a side.
  • Get a side assigned automatically when you shoot at the other side.
  • Players that did not pick a side, and start shooting at another player, get both sides aggro.

Right now, it's a mess. Tedious to scan ships to identify a side, then the screen remains full of solid/hollow yellow targets. Main concern is that you have no idea what players are really on your side, or just here to mess a round and shoot you in the back (come to Onyx megaship during peak time and you will see).

It was frowned upon to not pick a side at regular CZ's, since those doing that were usually here to mess with the other players.
Why would it be fine for this new kind of CG?
