killing PP rivals in a nominated system

hi
just a quickie.
how do you guys quickly get the kill x PP rivals in a nominated system goal. currently I am hanging around the nav beacon but having to run every time I get authority scanned (RP reasons.... I have no beef with them so don't want the added heat of killing innocent none targets).

is there a specific uss I can look for or summat? combat ones I am finding tend to be pirates (why is it no npcs who are PP aligned also have a bounty?)
 
Powerplay Weapons Fire (Threat 5 are basically mini-CZ-s with 2 or 3 waves of pretty tough ships), Convoy, Convoy Distress and higher threat (4+) Wreckage signals—especially those that show Faction X vs. Faction Y in the upper right info display.

Another option is hunting around stations, if you're operating on your own Power's turf. You'll get NFZ violation fines, but as long as you don't shoot the station the locals will leave you alone. But don't do this in an opposing power's territory🙂

Thanks for reminding me of own Power stations surrounding area!
In hostile territory I usually look for any USS that has Power in the name. Depending on mood I choose appropriate threat level :D
 
Is there a problem with this mechanic or am I daft?
Here are my issues;

1) I incur a bounty and murder fine for shooting back at a rival power that attacks me first in Power Wreckage Signal Sources
2) My kills do not count toward the goal. I found only ships killed in Power Wreckage sites (2) count. In a Power Wreckage (3) site, I killed a Krait, a Python, and an Anaconda; none counted. Also, said ships are far harder to kill than in another area.
3) Rival Power ship kills at the Nav Beacon, Power Convoy SS, ships met when dropping out of supercruise, and basically anywhere else, do not count and incur bounties and fines.
4) After incurring said bounties become "wanted" in the system and targeted by allied power security.

Giving up. I have killed at least triple the required amount (10) of rival power ships in the system and still am 4 short.

This implies that you're in an Undermining system - they're authorised to shoot you, you're not authorised to return fire.
(Or rather, your own Power's authorisation to open fire isn't locally respected)

If you're Undermining a system, then specifically only kills of the current system owner's ships count.

So e.g. say you're working for Patreus, and attacking an ALD system, but some Winters ships are also around. You won't get points for attacking Winters, because it's not their system. You certainly won't get points for attacking other Patreus ships.

You can see which power (or powers) are represented in a signal source in the top right panel, and decide whether it's likely to have anything worth shooting based on that.

In an Acquisition or Reinforcement system, killing any of the other 11 Powers counts.
