I am really getting tired of this occurring. You enter a port and when exiting, you have no shields. The heat will get to you unless you can quickly redock before you blow up. WORK AROUND: quickly redock. Log out, then back in, the shields seem to come back. Frontier - please fix this bug as it already cost me 1 expensive ship!

Hmmm, I have feeling the issue is with the cmdr, not the game. what does your ships signature look like above the fuel gauge? Shields down and heat rising sounds like you are rigged for silent running.
Check your control bindings.

What do you mean, the shields going down? That will happen in outfitting with any power hungry ship with a power plant not up to scratch. What you describe is different to the OP, am not sure if it's a bug.. But basically what is happening is the modules you are looking at get added to the ships power requirement (even though you haven't installed them), it will drop the shields depending on what priority you have set.
Exiting the outfitting will restore power and shields will come back on online.
If you are upgrading/downgrading power plant, distributor and/or shield gen, they will all drop your shields. That's a different problem to OP's inadvertent Silent Running issue
Trying to enable lights with INSERT by any chance? Silent Running default key is DEL, which is probably right next to it.
