I'm not going to speculate on this. I don't want to get all excited to find out it's something new that wasn't even discussed in the original design discussion and just creates more grind.

Hope at some point they introduce sections/zones for shields to make combat more tactical, dropping only certain parts and having some sides stronger than others.

They don't need to go to Gamescom to announce that, they did that yesterday on their news feed. You should read it. Apparently only a tiny bit of the background sim was limited. Some states simply were not able to be in conflict, war, or voting at a specific time. So they are changing that. Every thing else about the background sim seems to be working properly. At least from my experience with a few zones I know groups have flipped.
And if the colossal word does not apply to the game but to another domain ? An association with Microsoft development teams ? The return of Ian Bell ? The release for a movie Elite Dangerous to the cinema ? A new investor who brings £100 million for the development of the game ? etc ...
I think the Planetary Landing Expansion is the colossal announcement at Gamescom. First phase will start in Q4 2015. The devs said they would do it within the first year of release.
