Keep in mind that I was there roughly a week ago. I don't know if stations change the ships they sell or not, like some outfitting parts. Hopefully, Diaguandri is not too far from where you were...
if you can't find all the fixtures and fittings you are looking for at Diaguandri then Lembava is close. That's where I finished equipping my Python.
Yesterday I moved to Li Young space to re-convert my trading Conda into a killing beast (now that I'm aligned with a power and I suddenly have foes). The 15% discount makes a whole difference specially when we talk about the millionaire prices of the modules for the Conda.
I also came up with the idea of re-selling my already owned modules to re-buy them at the reduced price, but I found it difficult due to the station repurchase option. I didn't know I had to wait for the station to reset. I tried to undock and dock again but the re-purchase option was still there.
Today I'll try to wait until the station resets.
Another advantage of buying at discounted prices is that the insurance also gets lower (I guess).

Just sell them at another station, then fly over to the one which has the parts you want.
Put in cheap replacements for the way. Could be awkward without a shield generator, and it's obviously impossible to completely remove the mandatory modules anyway.
Doesn't even have to be cheap, just different. You get the money back anyway.

10% at Sol or 15% in Li Yong Rui territory. Check page 28 for some list of places, may be out of date but its a great place to start.

Yes, it should be 15% discount from standard ship and outfitting prices.

My recommended place would be Lembava/Diaguandri but if you can find what you need at hr 1257 at a discount then go for it.
Edit 03/09/15: Made some updates to OP on the last verified. Could really do with checking Mahon and Hudson discounts that were broken, maybe the Diamondback again too, I don't really go that side of space that often...

Doesn't Jameson Memorial discount everything that is available there ? I'm pretty sure that's where I got my FDL.
When was that purchased? And are you a particular faction?
About 3 weeks ago. Not a faction at the time. It is however a founders permit area only so I'm not sure if you can get in or not.
No, I am not. Nor are most. So that would not be helpful to most people. As a matter of fact, that's actually a perk of being a Kickstarter Backer, so those who would have that potential, would probably already know about it.
