Going back to the original post (and the two or three others who started similar threads): I think you're blowing this up way out of proportion.
Yes, there apparently were a few players who didn't stick to the group rules, and were evicted. According to various other threads around Mobius, that wasn't the first time, and I'll bet it wasn't the last time, either.
As for CMDR Mobius quitting over this: I wouldn't think so. If you do this kind of job, you'll have to develop some tolerance towards this kind of behaviour. You don't have to suffer fools gladly, but you will gladly see fools suffer. Quite apart from that, if you check the elitepve website, you'll find out that Mobius isn't a one man show. If you want to make sure it doesn't stop, volunteer to work for their team.
As to FD taking a hand in that - nope. I wouldn't expect it, and I wouldn't want it even. They set up the framework, they support Mobius (and other player groups) in getting the environment to run even in those cases where they're coming upon limits of the framework - but policing of the communities and community rules is up to us players. Personally, I can't be a*sed to start a witch hunt myself, but if someone would set up a headhunting group to kick these (or similar) antisocial elements out of the game wherever they show up their ugly mugs, I'd chip in with a Vulture. Or donate a few million credits to a group bounty effort to get in a few heavy hitters. But I'm afraid The Code in general would be ambigous at the most, since Mobius runs pretty much orthogonal to their play style.
I am playing as an Explorer, and I am member of Mobius myself. I chanced to go out on my latest trip in open[1], and during this time (part in the bubble), the number of other CMDRs I encountered I could count on the fingers of one hand. The number of other CMDRs I had
any intercation with could be counted on the fingers of a blind carpenter's hand.
So, don't fret too much about this - keep on playing. Every hour spent complaining on the forum is an hour less you can keep on exploring the universe (or whatever you're doing out there).

[1] Ok, I admit, I had my exploration vessel outfitted with some moderate firepower[2]. The BGS regarding other lifeforms seems to be gaining momentum, and I wouldn't like to come back to the bubble just to find out that I couldn't even reach a station any more without shooting my way through.
[2] Nothing excessive - just good enough to make sure that any NPC capable of catching up would regret it:
Diamondback Explorer.
