I literally don't believe you.
Does an elite anaconda bounty hunter spawn on your tail every 5-10 minutes while undermining for powerplay? How are you doing fine with something on your tail like that.

Literally did this, didn't work.

Police will show up, scan you, see you have a bounty, shoot you.
I've literally done this. The police scanned me and saw I was wanted. Shot me.
Doesn't work.
They do spawn that often, it's the same deal. If you see ships called Imperial Supply, Federal Logistics, Kumo Crew Watch, Alliance Enforcer, etc, those are the things we have to kill. I go for speed and strong shields, like an FDL or Courier. Elites and cops can tear biweaves down easy, so I get the second largest A-grade normal shields, and then the two biggest b-grade SCB's that fit, with at least double heatsinks. You get a bunch more MJ that way, and it'll give you almost full shields 5 times.
If you and your target are faster than that Anaconda, give the target a quick zap and let him chase you far out of the Anaconda's range. Another way is to keep jumping out to reset your bounty hunter, until you get a crappy one. There's Anacondas, but a pulse Vulture is little more than a pest, so you might as well keep him. Similar for the hunters who are using all-ammo weapons. They don't have infinite ammo any more, when they're out they're out (usually). I often found that I'd spend ages trying to kill something, and then the cops come, and I have to jump away. Seekers helped a lot with getting the last one or two shots in for a kill, and synthesis reloads make them much better for endurance undermining than they used to be.
I haven't tried it in combat for a while, but chaff blocks the police scan at the station, and used to block KWS before 2.1. Might still work against the response squads.
