Removing the death penalty for dying at the hands of another player doesn't do anything to help Elite be a better game in the long run, nothing at all.

Actually, the current Open mode has the PVP crowd as the sole beneficiary. If you can come up with any benefits whatsoever for a PVE-minded player to play in Open (as it is now), please indulge me.

I play PvE in open, almost all the time. I like the sense of life it brings to the game. The little extra tension of that hollow square, adds to my experience.
Other than this, I think Open is perfectly fine for PvE. To me, less challenge is not the same as a benefit.
For all of the billionaires we have in this game it still surprises me how worried people are about players "exploiting" a bounty system that allows for more than a 1 million credit payout.
Basically FDev could take two different approaches here:
1) Create an Open PVE mode to satisfy a large number of players. Then work on making Open more attractive for all players and try to lure players back from Open PVE. The risk is this could turn Elite into a definite PVE game with no going back.
2) Work on making Open more attractive for all players, in line with the original vision for the game. The risk is this could alienate a large number of players (the PVE crowd) while this work is in progress.
So far, it seems they are going for the second approach. I guess their player base numbers will guide their decisions more than forum discussions. Comparing private group numbers (+ solo numbers) with Open numbers should give a clear indication of priorities. Does anyone know how the various modes compare in player numbers?

Since I read here that Möbius is working on the third(?) PvE PG you might as well make it an official mode.
Clearly a large segment of the player base has spoken on what their desire would be despite the overactive 1% on the forum here.
Exactly. Fdev could very easily consider that to be a mandate from the player base. I don't have high hopes though. Would love to see it happen, but I don't consider it likely. Kinda how Fdev tends to work.
Also, mobius has 1 group full, 1 group over 60% full, and 1 group waiting for when 2 groups are full.

People stating möbius now has 3 groups yet group 2 is only 60% full and group 3 is on standby and let's face it even with 2 groups full that's 40,000 players out of 1,000,000 copies sold.
And how many of those möbius members are dormant or just using it for mode switching?
and how many of those 1 million copies aren't being used anymore? How many of them are alt accounts for other players? And how many players are PvE in Solo or not mobius? I can't possibly have those numbers. And neither can you.

Being the sole beneficiary of changes that would place as much financial consequence on the attacker as the destroyed (in certain circumstances) means that, while the penalty on the attacker is significantly increased, the increase is commensurate with the loss caused....
Disregarding the exploiting aspect (exploits destroy the game balance), what are all the billionaires going to use all that money on? When you already own all ships, upgraded to the max, is there some kind of high-level game where that money can be put to good use? If not, coming back to my original idea, that is a lot of potential credits that could go into some kind of community insurance to co-operatively and peacefully combat the mayhem caused by the PVP crowd. Instead of just removing the threat, make a game of it!

PvE asks for one thing that they already have 2 modes for, root of all evil? Nah. Maybe a bit greedy but whatever. However if I was to say fine by me, split the BGS as well suddenly some folk have issues
That doesn't change the fact that it's a new mechanic being suggested with the sole intention of deterring future attacks, not balancing the system that allows the current attacks to begin with. That is not a good gameplay mechanic.

What game balance is being upset? If I were to reset my account and then spend the next two weeks sperging my way back to a 600 million credit balance, what am I upsetting? What is CMDR Joe Dirt upsetting (Sorry if there really is a Joe Dirt out there) by taking advantage of a credit loop that is the sole consequence of a series of BGS flags to make massive profits?
There is nothing in this game that credits will get you that, due to the way the game is designed, will allow you to have the upper hand on another player.
Sorry, I hate it when people throw around "exploit" like there's actually something to gain in this game by earning credits faster than your peers.
Though I do like the community pot idea and believe that Frontier would probably have to boil it down to individual factions doing the support for their allied pilots rather than a massive community pot just for lore reasons.
Have you not seen the thread where it's basically pointed out that the vast majority of PvP oriented players have left the FDev forums due to the toxicity of the PvE community here? Using the Diamond Frogs as an example; Of our entire player base, we have maybe a dozen members who actively read this forum, even less that have the will to post due to the basic reactions of most users to common sense and logic.
Pretty much what I was going to say. 20,000 accounts in one group that Mobius has no tools to account for activity with. If Mobius really had 30,000+ active members then I'm quite certain that the Official Instant Transfer Poll that Frontier put up would have had more than a 35k vote return.
PvE has asked for one thing, true, but that one thing requires FDev to change a lot about how the game's engine works with regards to basic ship interaction and the lines of logic following weapon usage and impact.
PvP has asked for weapon and ship balances, which are made up of simple tweaks to the code and don't require an onerous amount of work.
Frontier has stated that they are brainstorming/actively working on a refined C&P + Karma system. Maybe it's time the PvE crowd focus their efforts on that rather than continuing to demand a new game mode. If Frontier wanted us to have a PvE Open mode we'd have it.
Not really 2 modes. Solo mode-- kinda maybe. Sure it is pure pve, but it doesn't allow for any interaction with anyone else, which is what PvEers would like to see. Private group? Already seeing the pitfalls of this. Member limits and it has no guarantee. SDC invasion of mobius proves that. Also, neither mode were put there for the PvE crowd. Solo mode is there for those who don't want interaction at all. Its there to take the place of the offline mode promised in the kickstarter. Private groups are not PvE specific. Anyone can make a private group for any reason. This includes PvP players. Open mode has been "claimed" by some seriously egotistical PvPers, and most PvEers know better than to bother with open. There is CQC, which is nothing but PvP (its usage is not relevant, the intent of the mode is). Also, PvPers have gotten entire patches to the game catered to them specifically. Don't even try with the AI change after 2.1, that wasn't just PvEers and it was a bug.

I recall CQC mode was added ex post facto. If FD wanted us to have that mode, we would have had it from the beginning.
Honestly I don't really care if there is an openPvE mode so why should you care if I want a BGS that isn't affected by 5th columnists.
Not sure if it comes across atm but I enjoy a lot of the BGS manipulation and I also enjoy shooting at/being shot at by real players. Ideally I would have wars like Xihe where PvE and PvP players worked on both sides for a common goal.
Just imagine PvP ships escorting PvE ships through hostile territory to gain control. That could be one BGS, the other one would be for pure PvEers
