Not quite.
Some of them will play on PS4, trying to make life hard for new CMDRs in the starter system. Others will try to influence the BGS (BackGroundStory), which is shared between all platforms, from the PC version.
The hilarious (well, unless you're on the dirty end of stick) part of this is that exactly the same people complain about people being able to influence the BGS in solo and e.g. flip over their adopted home system or drive their adopted minor faction out of their home system. Hypocrites isn't quite strong enough - and if what the OP has cited from reddit is true, I don't think FD will react kindly to blackmail or terrorism. They were very lenient in their treatment of the Engineer exploit, but some people don't seem to take a hint unless it's dropped on their heads form a great height.
For those players on the PS4 who might find themselves at the receiving end:
1) Get out of the starter system. Take the first lucrative mission to somewhere else you can reach - I started with a new CMDR yesterday, and had a few ~100 kCr. transport missions right from the start. Do a few of those missions, get a better FSD, do a few more and then look for a nice quiet system you can call your home for the next week or so. Get five jumps away from the starter system or any other focus point, and you'll be lucky to see a single CMDR in a week.
2) If you get killed by another CMDR and never want to see them again, block them. I just hope this works also on PS4... PC description: on the upper left side of your HUD is the comms panel. If you cycle through the tabs, you'll find the "history" tab. That contains all the CMDRs you ever had an interaction with, whether you were aware of it or not. Especially, it contains the CMDRs that killed you. Select them, then select "block". Done.
3) As a last resort, switch to solo. Since there are no private groups dedicated to PvE (similar to Mobius, for example) on the PS4 yet, you'll either have to start your own or simply switch to solo. Won't help you from being influenced by the BGS, and won't keep you from hassles with NPCs, but will 100% keep you from being killed by other CMDRs.
