C&P and ATR need some tuning + rumor of a loophole to avoid paying the hefty rebuy?

That last two I can agree with for sure (except the "follow to another system" part).
The first two are debatable, to put it mildly. And if the last two points are worked correctly, there will be no need for the first two.

He can avoid the bounty by ditching the ship?

Take out the engineered modules - pay off whatever fines to get them cleaned, and then ditch the ship?

ATR needs, IMHO, some serious reworking.

First, they need to NOT be using ships available to players. They are the top end elite system security personnel. They need full on military grade ships. Yes, stuff players (pirates every one of em!) can't get.

Second, they need THE TOP END engineering, plus a smidgen.

Third, they need to deploy as wings and work together, not as a group of independent pilots. They need wings that are designed to work together to take out the best and the baddest criminals can throw at them.

And last, but not least, they need persistence. If the criminal low wakes, the existing wing should follow them, as well as call in reinforcements, following the criminal and interdicting them non stop until they high wake out. And following even then if to another med or high sec system.

I agree with the last three wholeheartedly. I could not disagree with the first one more strongly: ATR and every other NPC excluding capital ships should never use ANYTHING that is not available to everyone.

I don't (generally) go in for RL comparisons in games but:

You can't buy a brand new top of the line military jet. Even if you had the cash money to pay for it up front, you can't buy it.

You can buy older jets, even older decommissioned military aircraft.

It's my opinion ED should work the same way. We are, after all, civilians, each and every one of us.
 
Ding ding!, we have a winner folks! yes I simply sell my wanted ship and engineer a new one... with the new engineers it takes about 30min, if I die I take the sidewinder.

And, that is perfectly reasonable. The loss of the ship, engineering and the time involved seems a fair trade. Not a loophole at all, it's just how the system works. For those folks who don;t want to be shot up, be thankful for the time away from ganking the rebuild will take. All very reasonable in my view. Ding ding, indeed.

Technically that's working as intended, since they're hedging their bets on most not being willing to go through all that...

Using a clipper is relatively cheap as well. Just pin the major engineering blueprints you want and rebuild a top end ship, minus special effects.

Given that engineering gives the same results with persistance - its not as if you would be losing anything special.

The cost is the time mat collecting.

Yeah, but with Notoriety attached the sell price of the Clipper/Modules will be greatly reduced. No experimental effects could/should be viewed as a punishment, and a boon to any targets not feeling those effects. The idea is to provide Consequences, not a Cataclysm.

I believe you can "clean" modules from a hot ship? No idea what the costs are. But if someone has special legacy effects etc. they can keep their key modules that way if the cost is not too prohibitive.

Anyway its not a loophole - its the system as it stands. If someone wants to go around attacking easier trade targets - they don't need a top of the range ship anyway. What is being demonstrated is someone can get their "blood lust" and not face too hefty a bill if they so choose.

Another reason why ATR is pointless is that HP's frag clipper has an insane firepower with premium*. By the time ATR arrives, I'm guessing he's done / mostly done. The relative weakness of the victims' ship don't help either.

*: It's apparently not too hard anymore to stock on mats for it, especially with the new per mats limit and the mats trader.

Knowing the rules, and adapting to them is not a problem. I'll say it again: These changes were made to bring Consequences to murder, not a Cataclysm. If everyone adapts all will be well. Expecting FD to rid the galaxy of wrongdoers was a pipe dream from the start.

Not disagreeing. I'm just hoping that by laying it all out, folks understand what is going on and set the right expectations about ATR, or their relative safety in 3.0. In other words, nothing's changed, in fact things are worse than before (e.g. premium ammo being easier)

Balanced by the fact that those inclined to seal club will have to consider what and how they do it, and the monetary losses they feel from cleaning or divesting their hot ships/modules. If you want to lay it out there, lay it all, not just the perceived short falls. FD has said all along that naughty is to be expected out there. Nothing has changed in that regard. It would be wise to remind all of those that need your warning, to understand what is happening is not a mistake.
 
In this case - how much for a decent clipper? 80 million?

Thats a pretty hefty price to pay - though if someone racks up their bounty to 500 million or so it doesn't sound like much,
