In the Wild West, bandits were hanged for their crimes.
This is one of the differences between a game & RL. IRL the crime spree is tempered by risk of capture or death, in a game it's only tempered by short-term inconvienience.
If your individual wild west bandit is hanged or imprisoned, that baddie cannot come back. Their friends can, and they can be hanged or detained too, so there is eventually a deterrent to other criminals.
In a game the deterrent can only be inconvenience, which is the direction 3.0 C&P takes. It costs a lot of money even if you don't die, and if you do you are moved away from the action providing a short lull in the baddie's crime spree, but ultimately the baddie player can never be stopped, only discouraged.
Fortunately there aren't many like that and they can only be in one place at once
