An easy way to find them is to either filter for low security or anarchy government. Both are guaranteed to have one somewhere in the system.

You can filter for them directly in the galaxy map...under Services in the dropdown.

The services only workls if you have been there, the better filter is the Low Security/Anarchy - a QoL would be the Services filter does the low Sec/Anarchy filter.

This silly "only showing you if you have been there" malarkey is a bit pants.
