It's the exact reason I have avoided other MMOs.
Even funnier, many of the supporters also weren't playing either, but they all promised they'd be back with numbers after Open Only was introduced. Pinky swear and everything![]()
Basically. People want all the rewards for free.
I highly recommend they avoid many MMOs, which really do force PvE players to take part in PvP to get rewards & abilities that are downright essential to end-game PvE content.

For Open Only stuff to be implementated three things need to happen:
Take out engineering to fix unbalanced combat
Do a proper Crime & Punishment overhaul, higher bounties for killing actual players, (maybe persistent bounties on them)
Fix Combat Logging - ship stays in game for two minutes no matter if you lose connection (since proving CL is seemingly impossible)
To "Fix Combat Logging" and also prevent people from turning "Open" into "Private Group" or "Solo" with simple firewall configuration requires FDEV completely re-architect and reimplement the multiplayer networking code to switch from peer-to-peer to a client-server model. Never going to happen.

Powerplay could be the right mechanic, considering its highly competitive nature.
Of course with different rules and mechanics. Of course without any Power module locked only by pledging a Power (those modules should go directly to tech-brokers, maybe just leaving discounts for the people pledged to the original Power that offered them).
But think about it: people thriving for a open-only environment would have something to actually do, for a time, and would possibly stop asking for an Open Only (and better) game.
It's a "everybody win" situation.

A good thought out reply, thank you. However: The first sentence, was all I needed to hear. The rest, is almost heading towards ranting. I say almost.The possibility to play in total safety, without any risk of being actually opposed by other players, of course.
You know, there's some people who actually enjoy even fortifying/hauling in Open Play, because they even appreciate the thrill of running away and being smat to survive. Is that really a problem for you to let other people enjoy a game mechanic which this game actually lacks? A real mmorpg mechanic, with the possibility of tactical and cooperative gameplay which is not possible without an Open Only environment? Escorts, Patroling, decieving attacks to prepare assaults somewhere else, this would be possible (actually I had a lot of fun during the Kumo/Utopia conflict, too bad the "answer" was a solo BGS retaliation, but the gameplay we had during that cycle was simply awesome, I had fun just flying away for three hours to lure my enemies away just to let my mates undermine in some other system).
Has it all to be grindy because some people want absolutely that the "open/pvt/solo" game mechanics should weight the same on principle, even if it's been proved that the open/pvt/solo coexistence is the main problem with botting and 5C, even more than the faulty game mechanics?
The game is big, a lot. Just leave us a new Powerplay, without any exclusive toy as it is right now (everything should be available by tech brokers), a real competitive game mechanic. If you think about it, it's already designed to be so: the c&p system is different between pledged CMDRs, the mechanics, being far from even decent as they are right now, have been designed considering actual competition between players.
Even a developer told that "Powerplay is consensual Pvp" in the past, and proposed an Open Only Powerplay, this is proof that even in FDev they feel somehow that this game lacks something, something that part of their community asks, or maybe even something that could bring back a lot of players, or even attract some other.
You know, I am basically a Community Administrator in this game, I've got my very own Squadron since years, I'm working right now to create a Community in my native language, and I've been involved in Powerplay since, well... a lot... and many times I had to explain to people coming from other games how the open/pvt/solo coexistence actually works in Elite, and most of them simply didn't buy the game because of that. I don't want to make people play Open, I never wanted to, if you read many of my brags in the forums I'm probably one of the few Openplayers that understand that people have every right to play the game as they like more, but I think it's fair too for people who look for something else to have at least one single game mechanic dedicated to the Open Only game style, because it wouldn't be just a pvp thing, you can actually do a lot to avoid conflict and complete the tasks useful to your Power.
So just leave us this little thing. I ensure you that all the "sociopath griefers" will find something better to do, unpledged CMDRs will be probably ignored because there's something more interesting to do.
Just leave Powerplay to us. Let's make Powerplay the "Open Only game inside the game".

I have played Power play in open and not met a single player, whilst running my packages. At the same time, I have been attacked by wings, just because I am allied to a power, but not doing anything for that power. For me, as with most I believe; it is a matter of economics. Or can I afford to run my ship in open? Or do I have unlimited re-buys, to be able to become someone else game content? This is the main issue, with forced open power play.
I play all of my C.Gs. in Open, it is fun; but not something I could afford to do, for the first year of playing this game and that is my point. You talk of 'safe places to play'; but unless they take up your idea, of making the power play modules available to all, without the work; new players will have to a buy and build a really good ship and then accumulate enough credits to back it up, before they can take part in a rewarding part of the game.
However: I am a lone wolf, type player.Powerplay is supposed to be an advanced feature, and since its a team game you'd seek to do things in teams if they were dangerous.

Good advice, worth thinking about.You do need skills to escape and have a ship capable of escaping if thats what you mean by 'git gud'. If a particular area was dangerous at a certain time then you might want to alert your power so some top cover can assist.
You see: an Open Only environment really is an enrichment to the game, imo.
Over 4 million copies sold and the Focused Feedback gained 1500 people and not all of them were for the idea.
