Actually... there was this one time... lasted about 2 weeks.... that they implemented a killer AI logic, combined with highly engineered ships, they kicked butt, it was wonderful. Even seasoned pros went from swatting AI ships left and right, to worrying about the next interdiction. Sadly.... they reversed it due to feedback.
Personally, I wish they bought it back, it was a wonderful time (Both in game and on the forums lol)
I wasn't around for that, but have read about it when looking at PA engineering. I imagine I'd be upset too if NPCs were shooting my new cobra with long range, rapid fire PAs (or whatever was going on)
IMO, they should have some contact with very high paying missions that give the murder boats some gameplay. Have a Pilot Fed contact provide a contract to take out a pirate boss. You get a few tip off missions sending you to fights. Capture and decode blackbox data to find the next target.
The pirate would jump if you're in an obvious combat ship or in a wing. You need to use a weaker ship. "Pirate Boss Homer is scum and will avoid fighting anything other than a Cobra, Keelback or Sidewinder. He will escape if multiple unknown ships drop to his location. No wings. Prepare accordingly".
Put a timer on the whole thing. 250 million payday. Points go towards elite bounty hunting rank. I'm not sure if it would be easy to code, but let it also start changing system security. If enough people work in a low security or anarchy region, it could change to a high security region. Anarchy missions that can do the opposite. Data gathering an espionage. Conflict zones with nothing but beefed up spec ops. All having significant impact on the security of a system while providing new progression ranks. Failing a mission could have a 50 million fine. Extra judicial work. If you die, the rebuy is 100%.
I'm not sure how many are at the level to give it a try, but this PvE scrub sure would try.
"Commander, we have a group of pirates attacking traders in this sector. They're known to overwhelm the convoy with numbers. We have a T9 full of void opals to act as bait. The shipping company usually uses Eagles as escorts. Using any other ship will be a dead giveaway for the ambush. Using any obviously engineered weapons may also be a problem. We cannot afford to lose the T9 or any cargo."
"Commander, good job on the last mission. The decoded data indicates your next target is in Sol. Intel states the enemy now has the signature of the ship and all modules used during the last operation. You'll face much stronger resistance if you use it again. We recommend you use a different ship".
"Commander, we have a rogue ATR squad in this sector. We need you to gain notoriety until they respond. Do not destroy any ships. The rogue squad is known to take bribes. Pay the bribe and get the hell out of there. We'll take it from there. You have 2 hours. We will not acknowledge this contract if you're captured"
"Team, another operative has provided proof of a rogue ATR squad in this sector. We need you to disable their ships without destroying them. We'll be able to send reinforcements 90 seconds after engagement. Information about the pilots and their loadouts is provided in the brief. We have a small window of opportunity for this mission and need it completed in the next 30 minutes. You only get one shot; make it count."
I'll stop there, but can think of a ton of PvE/Co-Op missions (on both sides of the law) that would put players' feet to the fire, without sending death squads after mostly harmless anacondas excited they can afford to D rate their 'killing machine'. That would get me a lot more excited than 'space legs', atmospheric landing, carriers, etc.
