Housing aka "base ownership of sorts" will appear eventually, having even in consideration we're getting FPS now, and specially because I've seen that FDev really like to throw new features into the game, even if are not to be not much developed over time. (being the Fleet Carrier a -failed- pseudo attempt at base ownership as example.
Elite is a MMO, (MMORPG even) and The casual public are always after home customization/home owning/base owning features (Housing) on those games.
I've played enough of them as to witness players waiting 6 or 8 years before Housing arrives.
When and what type of it, is a very different thing... For sure I don't expect to see the game being suddenly Empyrion Galactic Survival/Engineers (Voxel digging and Box Building game. And if beyond some static enviroments (like apartment suits and ship interiors that doesn't depend on slots on ships), they decided to make some modular interior ship designs, it's for sure that they'll want to develop the same modular technology to make custom base interiors. (Not for the player being able to decide where goes every chair, but yes for deciding general layout).
Now that Space Legs will arrive we'll have to expect the new content always geared towards first person interaction (Less menus and more timesinking walking/idle activities), unless space legs totally fail on sells (thing that I totally doubt).
Anyway, an expansion update a pair of years at least after Space legs that just incorporate some static or modular building ownership that you can visit in first person with lots of Arx shop options, that they'll have to never look again to? That's a lot of "free cash" overtime, and I'm totally ok with that.
