I have multiple personalities. And I think Odyssey is great. No I don't.
Whoa, fdev was right after all and we owe them a huge huge apology for doubting them, smear campaigns ARE in the game... well if you consider steam reviews part of the game...
I'll drop by to give my 5 cents about this whole mess.
The Smear Campaign Plans definitely were accessible in game at least up until Patch 1 or 2, since I did come across a few, rare people who actually did have a couple or so of them and got them around the time of the Odissey release. Which means that, they mustn't have been super-hard to find.
So, my suspicions lay on the idea that, rather than not being in the game, they are just glitched or something along these lines. In the sense that, either they do not spawn like they should, or there's such a massive quantity of trash data spawning where the Smear Campaign Plans should, that they clog up it all up to the point that they are unintentionally made into an uber-rare drop.

I took a picture of a Smear Campaign when I came across one, but I seem to have lost the negatives.
AWESOME - this should be very easy to verify then, the latest version of EDEngineer will show you exactly where you got them - all you have to do is install it then hover over Smear Campaigns and take a screenshot. We can then farm that specific site over and over to confirm they are absolutely NOT in the game right now.
So care to prove it to us?

We were told on the stream yesterday that they are currently in-game, but very rare indeed... (read into that whatever you wish... Hen's Teeth, anyone?)
Also that next week's patch should make them less rare (Rocking-horse droppings?) but still very rare...

I wouldn't rule it out given the whole 6 heists thing. But I'm pretty sure someone by now would have reached Yarden and sold 8 campaign plans.
