It wasn't a decade long alpha test tech demo, it was the most successful MMO of all time.

It can. It's just that the servers can't. There wouldn't be a dev build of Pyro they've shown off in multiple ISC's and Citcon Demos. This is on the servers, not the engine. Hell, they could just replace the stanton gamefile with Pyro as the standard system. Magic!It can't do another star system.

Chris Roberts will soon be 55. He's been developing SC for almost 1/5th of his life.
It still doesn't have a release date. It is still effectively in pre-alpha.
