You're not talking about them expanding in your war, they just didn't retreat.

Probably there's a rule that Sirius must not retreat, from a minimum number of systems, so a Sirius permit is always available.

Rather than trying to eradicate them, which might be impossible, maybe your goal should be to get Sirius as small as you can instead. The "how small can you get Sirius" challenge.
