Eh? Horizons was specifically air-less rocky and icy planets, go back and read the release notes"planets with denser atmosphere and water/clouds" - that is also part of Horizon 4.0 - that's not on-foot content.

OP made a general point and I gave a general answer to make a point in return. On FCs, ships only need to descend to or ascend from the hangar. There is no rotation involved and therefore no need to have any extra space. Ships only occupy the space immediately below the pad and there is no overlap.how "realistic" ED is one easily can see with FD´s design of FC´s!
Supposedly your platform shall lower and slide backwards into parking position (thats what U experience eg. when going to the concourse).
By design of FD thats not possible as the platforms are directly adjacent, hence mechanically would overlap..... or like M-Pad 9 that parking position would be in space.....

Shame they haven't clarified in what circumstances that Odyssey and Horizons will instance with each other, if any. Leaving us only to speculate. So I will...You will not get access to the things that Ody DLC entitles you to (on foot gameplay, tenuous atmosphere planets etc.). You will have the option to continue flying Hrz as it is now, but that universe will be separate from the Ody universe and you will not be able to instance with Ody players, or with Horizons players on the new codebase.
