Sadly you really need both - some things are broken in Odyssey and the easiest fix is ;relog to Horizons'.(Mostly C&P, especially around prisons & unpayable fines/bounties)
You can always do without Horizons for now ... until you need it to fix things.

Oh I would definitely still install Horizons 3.8.this too
When Horizons 4.0 will be added, i would expect it to share the same gamefiles with Odyssey 4.0 (so no extra download needed to play either the 4.0 base game or the 4.0 dlc)
In which case, you can simply skip downloading the current (old) Horizons 3.8
If you own Odyssey I can see no reason use Horizons 4.0, but I can think of many reasons to use Horizons 3.8
I also hope Horizons and Odyssey 4.0 would use the same install, but I'm not willing to bet on it.

This seems to be related to my issue above - the frontierstore is not aware that we were supposed to have Horizons added to our accounts.

Any idea if anyone is working on fixing the commander name not being able to be copied over even after clearing the pc save with said name? Or should I just rename my commander and then file a ticket for a name change to the correct name later?

No - it's just downloading Odyssey. Download the base game if you just want to play the base game. But you don't.

Horizons is running on the 3.8 codebase.
When Odyssey was released it was using the 4.0 codebase.
They are two separate things. So yes while Odyssey will have all of the functionality of the base game (but with updated UI/planetary tech), currently you can only play in a non Odyssey environment by downloading the Horizons branch. You may never need to use it, but it can be there as a backup if you get stuck/bugged in Odyssey.

In the launcher it gave me a small box in the corner of the screen with options to download ED, EDH, and CQC.

That I can't answer as I had a shipyard equipped. That's what supposed to happen on decommissioning, but I'd be wary of assuming the same applied here?

No im from xbox so horizons was all we had.

Can I just say how weird and backwards it is that Elite Dangerous only allows someone to have ONE save file? Like, you can't have an exporation save, a pirate save, and a bounty hunter save separately? You need to literally install 3 copies of the game? I feel like this is the only game that does this, and it's honestly stupid as hell.
Also will I get dropped into the game where I last was on Console If I launch Odyssey?
Not really, you could just make an extra copy of the launcher.exe and rename it [insert commander name here]launcher.exe and then login with your newly transferred console commanders user and password. Or use minedlauncher which is available on github
