Assuming you were not wanted when you arrived, there are two reasons why this might happen. If neither did in your case, then yes, file a ticket.
Reason 1: You ignored a loitering warning for too long. We've all done the "oops" of forgetting to request permission and frantically bailed out of the slot before the station opened fire. It's also real easy to get loitering warnings in larger ships - for example, you can't often get through the slot without one in the big 3 without speeding. Which brings us to...
Reason 2: You were speeding and another ship collided with you and blew up. If the ship colliding with you survived, that would just be a fine for reckless flying but if it explodes as a result of the collision that's a murder bounty and the station will immediately open fire.
Other than those two, or doing something daft like shooting the station, there's no way to aggro the station into opening fire if you're otherwise clean.
