CGs are difficult to oppose (if there is no opposing CG) as players in all three modes on two (soon to be three) platforms can participate in them, just like Powerplay and the BGS itself. If the new features are aimed at reducing the incidence of some unwanted player / player interactions - and could be seen as a form of punishment - why would Frontier go out of their way to reward those players with new content? .... that's not to say that a military career path would not be a welcome addition to the game - for all players, in all modes, of course.

Then it's very probably going to have to be up to those players to do something about it by getting together to seek out challenging combat. Frontier are well aware, from what one Dev has said, that the majority of players do not get involved in PvP. It is then unsurprising that gankers at CGs don't get much opposition from truckers. It is not the community's fault that most of them don't seem to enjoy PvP.

Indeed they did hold a vote - after a backlash on the forums to the announcement that the long awaited ship transfer feature had been changed from delayed with cost (as it was in the DDF topic) to instant (to allow it to be squeezed in to 2.2 with less development time / cost). It depends if the subset forms the majority of those that care to express an opinion (or vote in an official off-forum poll when asked to do so).

I miss the missing merge action. I mourn its passing.

Not really sure where you read that into it. As to petitioning for harder NPCs - that'd affect the whole player-base, not just those few at the top end of the skill distribution - and would therefore be unlikely to succeed. It would be more likely that Frontier could be successfully petitioned to permit Private Groups to set a flag to disable Pilots' Federation bounties. Players that don't get involved in PvP are probably uninterested in offering those players what could be considered a reward, i.e. more PvP. The size of the galaxy and the existence of the three game modes makes it less likely to be effective - the gankers only need to find any player to shoot at whereas those seeking to destroy the gankers need to find those gankers.

We were talked to, in this thread: https://forums.frontier.co.uk/showthread.php/226764-Yes-PVP-is-unfair .... and this thread: https://forums.frontier.co.uk/showthread.php/349769-Deliberate-Ramming (and, probably, other threads too). Enhanced consequences for some player/player interactions has been talked about, by Frontier, for well over a year now. Not sure about the last sentence - you PvP because it is the "only challenge left in the game" and are discontent that it would appear to be being made more challenging?

I doubt that the karma system implementation will only be PF bounties. Sandro has also mentioned making Security Vessels more capable to deal with Engineered ships.

I'd expect that the PvE players will be affected by the change - by being somewhat less affected by players attacking them.

Congratulations Abbie. I'm amazed at how well you done, how much you've raised, and how pretty muddy (not pretty muddled) you are given who you are related to. Awesome achievement. Sincerely well done!

I referred to the challenge provided by the game - I made no mention of other players and the challenge that they may pose (or not, as the case may be).

In the Lavecon twitch stream, Sandro mentioned two features that are coming for 2.4: It sounds like these will be the first steps with regard to changes to C&P and the introduction of a karma system.... .... (a karma system that would probably also impose consequences on players for Combat Logging)

We all share a single galaxy state - that means we all have to face the same challenges provided by the game.

The video seems to infer that an open-ended game is only worth it if it also has a story mode - and that people who like open-ended games are in some way wanting the wrong stuff.
