    But me as a PvE player I want to turn it on *legitimately* if it goes bad. I didn't sign up to this, I did not agree to your fair duel. I am literally wanting the cops to turn up and do what they are paid to do. ie save my .... Cops cannot do me for "lying" or "wasting police time" for that.

    Isn't the compromise that all anarchy systems are completely repercussion free. Plenty of stuff happens at anarchy systems.

    But how are you determining a false report? So we agree to a duel, you happen to fire first, I am losing so I switch on report crimes. How does the game determine it's a false report?

    A PvE player has report off because cops turn up and ruin every fight, also if they are carrying sensitive cargo, they don't want cops on the scene should they be interdicted. But why should I? If I play PvE there's zero reason to stop me calling the police should I get into trouble, but not want them to turn up in the 99% of encounters where I'm just fine. I mean police are typically an emergency right? Also pew pew isn't the only limited to PvPers you know, PvE players are allowed to shoot things too.

    Yes I thought about this, I think 30 seconds is too much for a PvE player who wants the cops ASAP. But 5 seconds is abusable as a shield. It is feasible you could make it say a 3 second delay, enough for the opponent to spot it, and only allow one change per fight, that might work. But then again you start going down the crappy route of (seemingly) arbitrary rules that confuse folk. edit: sorry coolDOWN, not a delay to activate. Hmm.

    But the idea is they will have a galaxy wide bounty right? On OPs suggestions, it is not in a PvE players interest to have report crimes disabled during combat, it's a hindrance to these players. It is only of benefit for a subset of PvPers. Hmm. Too late I'd imagine, you think this would be a good solution?

    Sure but as I already said, PvP has to change, and it will, that is inevitable. If you're saying there can be no change, you are going to be disappointed.

    Sorry mate, more I think about this, just go to an anarchy, it's not like 99.999975% of the galaxy isn't anarchy. What you've put in OP I don't think is feasible for the reasons discussed. In the end you can do PvP anywhere, you're just risking a bounty in lawful systems. Really not seeing anything wrong there, you have an anarchy opt out. And the change will bring more benefit to the game than saving you a jump.

    My only suggestion is do not feed the trolls. Both the above issues are non-issues if you do not take the bait for PVP in a governed system...pretty easy rule to adhere to.

    Sure, this thread has become stupid. But what is the solution to the issue? It is not in a PvE player's interest to have report crimes locked during a fight. Many PvE players fly around with report off by default since it messes up fights, and calls the cops when you might have sensitive cargo. It is just the relatively rare PvP player vs PvP player encounter where you might want it (but not always). And having a system where the report is always against the true aggressor, and not the next to hit once it's turned on, doesn't solve the issue of a PvPer turning it on when they are losing to troll the winner, if they didn't fire first in the first place they can still play that card.

    This is a really silly comment. It's not a "fault" with the community, people simply aren't interested in it in it's current form. They could however become interested in it if things in the game changed to make it more feasible. But that would required changing the game (that has no fault) wouldn't it????

    Always felt the aggressors fine, in a system that is not anarchy, should be a fine based on the size of the ship attacked....equal to the damage done, or rebuy of the ship attacked, with the fines being paid to the attacked person (I am sure there is some way for this to be exploited,,if not...then would be a great idea). Logically, the players are able to see enough information to ascertain costs of ships, it only makes sense that the insurance companies could to. If you want to fight, and mutually agree, an Anarchy system will let people PVP their hearts out without any repercussions. Shot and killed without warning in an Anarchy system...to bad, so sad...those places suck! Edit <The only other addition to the fine would probably be to either reinstate the loss of exploration data...or some addition to the overall fine based on the amount of data was lost...again, against the aggressor...and with possible repayment to the person attacked'
