When capital ship arrives into the High Intensity combat zone they identify and act as enemy even if you're on the same side.
Steps to Reproduce
1: Enter High Intensity Combat zone.
2: Wait for Cap Ship to appear if at all.

Steps to Reproduce
simply join federal faction in high intensity conflict zone and wait for Capitol Ship to appear.
