No. The only official information that has come from FD (support, not developer, but one presumes that is still correct) is that a smaller ship (relative to the interdictor's ship) is harder to interdict, and a larger ship is easier. Also, it is intended that higher ranked NPCs are more skillful pilots, thus harder to interdict.
So, for example, if you are flying a Vulture, then a Novice Anaconda should be easy, but an Elite Eagle should be insanely difficult. This has been stated a couple of times in response to support tickets, and that seems to be their line right now.
Anything that has been posted regarding size / class of FSDI module and throttle settings is pure forum conjecture. Not saying it hasn't worked for those that believe it has, but just as many other people have generally come up with completely opposing theories that seemed to work for them.
I have asked Zac for a developer comment on this stuff, and also asked support if they could clarify, but have not had a response.
My own experience unfortunately has been that none of it makes any difference, including the official support line regarding ship size and pilot rank, but then some of us are experiencing very unreliable and jerky mini games with extremely wide and sudden target movement, including the target disappearing above, below, behind and far to the side of the cockpit view, which it seems FD are not able to reproduce in their testing. This of course makes it almost impossible to stay on target for any length of time, making it a moot point how big / small the ship is, or whether the pilot is Harmless or Elite.
