Engineers 3.0.3 -- can't level up engineer

This is either a bug or I'm doing something wrong:
I just got access to Marco Qwent.
I wanted to get a level 2 distributor mod, but I can't unlock it.

Here's what I did to try:
1. Repeatedly applied level 1 mods to increase my influence with the engineer to level 2
1a (don't know whether it matters, but the distributor had a level 1 legacy mod when I started)

2. I noticed the message that said I needed to get the lower level upgrade of each type before I could get level 2, so I bought one of each type of distributor mod (charge enhanced engine charge, weapon charge, etc). but that still did not unlock level 2. I'm clueless. Is this a bug, or is there something else I need to do?
 
1st thing you have to do is see if Marco can convert the legacy mod to the new system.

I don't know where you got that thing about "having" to do each lower level 1st, that is totally not true. What the person that wrote it may have meant that doing that would generate enough reputation to proceed to level 2, then 3 and 4.

I went to Marco with a level 3 legacy mod on my PD, he converted to level 2 which unlocked level 2 for me. I then started on level 3 which gave me enough rep to unlock level 4.

Have you tried to upgrade any of your other ships?
 
I think you are confusing pre-3.0 engineer rules with post-3.0 rules.

You need to get each module upgraded enough at one level that allows you to upgrade it to the next level. The live stream that demonstrated this required three level 1 rolls before the module was good enough to do level 2 rolls. When you change modification (Charge enhanced to Weapon charge) you have to start all the way from the beginning of level 1, even if it was level 5.

Increasing your influence/reputation with the engineer only makes it quicker to do the earlier rolls, but does not allow you any thing new/different.
