They met their financial goals and release date though I bet, so no I don't think anything will change. Frontier and every game developer saw what happened with Cyberpunk 2077 (and that is, actually, a really good game), yet decided to plow ahead anyway with a buggy alpha release disguised as a finished product. The difference between CDPR and Frontier is that CDPR's big mistake was biting off way more than they could chew. Frontier on the other hand have released barely functional features ever since Elite first released. The only way to get them to change their behaviour is to refund the game or not buy it in the first place. I think it's fairly clear that Frontier's management couldn't give a toss about the Steam score otherwise. The actual developers and community managers/mods though? I feel bad for them. They no doubt worked, and still work, their arses off to try and get a workable release going against a completely unrealistic deadline. Let's be clear 100% here - the developers deserve our deepest sympathy. David Braben and his management team? Yeag. Not so much.
