I think most folks failed to understand my point and hopefully we can all predict where we will expand to and prior to that it MIGHT be possible to get every single faction manipulated downwards so they will not interfere, but WHY??
Once the expansion period ends we find ourselves in a new system and our faction at that location is quite clearly in a state of 'Recovery'
This to me means:
The action or process of recovering something that went missing, stolen or lost or perhaps more likely.... A return to a normal state of health.
During this period should we remain in a state of non conflict or expansion? Should we be allowed to 'recover'? It only needs a 24hr period during which time we can assess our situation and then take the relevant action.
If this is not feasible then why the hecky thumps do we have this 'recovery'? At present I would ask what is it for and what does it mean?
In this context, "recovery" just means "you just got out from that". Nothing more. It's just an indication about the previous state and has no effect.
There is a cooldown, which is a different thing and it's only applied to the state that just ended, preventing you from triggering another immediately. But it's only valid for that state, you can trigger another different state immediately.
