From what I have seen, if several states activate on the same tick, the one that is highest priority will go active while the others go straight to recovery.
Hmm. Strangely enough we just had two states trigger on the same day at today's tick.
Been pending expansion since Friday. Should have gone active today.
Been pending war in another system since Sunday. Should have gone active today.
We were expecting a zero-day expansion into one of the 4 available systems and war to trigger. Instead we got a war and a failed expansion - no recovering state just a message on the news board in system that expansion had failed. Never seen an expansion fail before.![]()

the succession for the BGS algorythm plays into that, and afaik there is no definite way to know, in which succesion it will calculate the states.
if you want to cut short an expansion, time your conflicts to go active 1 tick after the expansion gets active.
When you actually enter the state of Expansion, should your minor faction be found in another system (via the system maps) already in the same or next tick? I am pretty sure that in the past it was instantly on entering the state, is it still like that?
no, that was changed. expansion now happens on the last tick of active expansion (5 ticks, some claim rare occasions of 6 ticks).
We had actually planed to go into pending war on Monday. After 3 days of going up about 3.5-4% each day in the target system, we jumped 7% on Sunday's tick and went pending a day 'early'. Punished for working too hard, another first for me. [haha]
We'll just have to try again in a few days time.

i'd triple check in a few hours, that your faction wasn't added somewhere ... we had a very strange expansion some weeks ago, where the state was cleared due to a conflict, we had no news on the station boards, but 6-7 hours after the tick we found out from the news, that we had been added to a system ... even to a system we weren't expecting at all (out of 20 ly from the expansion system as confirmed by station news, jumping several <7 minor factions systems in range ... for sure some bug, but don't ask don't tell...).
I'd say it is just waiting. never heard of a failed expansion beside no system in range to expand to ... but call_me_trent is just reporting about one :-/
Also has anyone ever removed a pending state of any type once queued (as opposed to timing an expansion/conflict to arrive in the same tick and making last a few minutes)?
We never bother trying to counteract a lockdown because of the ease of removing them and because they make no difference to our daily activities.

Trying to remove a pending lockdown right now, so I'll let you know.
We also have an expansion pending, so it may not be a conclusive test.

But you said you have a war in another system. The Failure message is new to me, but it appears to be flavor text for the missing recovering state caused because the war takes priority.
This is our view - hence the question. I've seen states last a few minutes though - and they would have appeared to go from pending to recovering had I not been in the middle of tracking them when they changed
