Upon deploying hardpoint a dialog box would pop up to demand they drop their cargo,a time limit to respond,if they refuse they're fair game from a chivalry point of view but still be liable for the bounty.Will these penalties also be given to NPCs who attacked unarmed / trading ships?

same here. i tried eve once, wanted to become a miner and crafter.If this game were open only, I would have never played it. Just like I have never played Eve or any other multi-player only game. No offense to anyone here, but I am not interested in sharing my PC game time with strangers whom I'd not even give the time of day to in real life.
But that's just me.

This is many people, including myself.i'm a mode hopper, and whether i play group, solo or open is down to mood
What about instead we put in a system where it looks at the differences between ranks, the ships and armament, and based on this you get greater penalties including a "jail sentence" that actually has to be worked off. They could turn the prison ships into prison labour camps and you would have the option of doing some kind of busy work to get out faster. Say 15 minutes instead of an hour or something.It's a simple idea that could easily be implemented with the existing mechanics, as they appear to work. Since most of the people who play in solo do so to avoid pirates and gankers, the only way to lure people out of solo is to drastically reduce the risk of encountering those types. And I think you could do that by instituting a "death penalty" for anyone who attacks an unarmed ship. Basically, attack an unarmed ship and your commander is erased as if you had hit the menu option yourself. All your ships, all your money, all your ranks-- gone. Enjoy your new Sidewinder!
Here is the problem with that solution though - gankers know how to not get killed by other CMDRs. When was the last time you saw a ganker come to the forums and write a whine post because someone else killed him?my idea how to deal with ganker threath in open and motivate people to play in open is:
killing rogue commanders should be VERY profitable/motivating. this would form some protector groups and gankers would double think about it. motivate/reward also escort ships (or give an option to hire NPC wings in non-SLF ships for credits (or credit share from a mission/s)). there should be some way how to track and hunt down rogue commanders. also dont lose cargo if destroyed and rebought.
on the other hand, rewards for going rogue should also be tempting.
this would make the whole concept of player crime and punishment more interesting tho.

I run clean drives on everything that isn't built for pure combat. The slightly lower top speed is a fair trade for the reduced heat signature.First of all: Why on Earth do you use clean drives?
Why you mind people playing in open I cannot even begin to guess. If you play in solo they do nothing to you and might as well not exist apart from their bgs influence ... which would be there if they played in solo too.
