Whew, I can wipe my brow now, you had me worried, usually when someone asks for a simple change it involves rewriting half the game, but this sounds quite doable!
as long as the OP is ready to answer all the "I just came back to the game after 2 years and can't find the camera controls" threads ...

Do you not realise settings are retained between installations by default? Seems not ...
I see what you mean, but this would be a new setting to show/hide the help text when entering the camera suite mode (unless the setting is already there and I'm just missing it?) so I would imagine that being so, it could be initially set to show for those returning CMDRs.
I was thinking about this today. How about the UI disappear after a few seconds when not moving the camera.
I still feel like your original request to have the setting on/off is better but maybe this could be an alternative option to avoid confusion for new and returning players?
I like that idea but would still want the option to turn it off so that it doesn't show at all, which would be mostly advantageous to live-streamers / video makers as it presents better overall, and would require much less editing in post.
