Although this game does have a sandbox mode per se I do not see it as a real sandbox mode.
I for one would like the option of going to a sandbox at the main menu. You should be able to do the campaign mode, challenge mode or sandbox mode (once unlocked in campaign mode) without having to go back into your campaign save.
From the sandbox option, the choice of any of the islands to start on. The gamer would still need to unlock anything that has not been unlocked during the normal campaign mode. Also, the available build area is limited on all the islands. Maybe give the option of purchasing other areas like you do in Rollercoaster Tycoon and Cities: Skylines. This would allow for a true, full park experience.
People like me like to do multiple builds (run several save games with different layouts) to see how some things work with others without having to build and destroy constantly. I have done this in games like Zoo Tycoon and Rollercoaster Tycoon. I build several parks and in each one do something different to see how it looks and works. Once I get something that looks great and works good, then I make a new game and build the dream park.
