Discount is available at Ising Dock, 109 Piscium and Goldstein Port, Lembava in Li Yong Rui space today when I sold my Cobra MkIV and Asp Explorer to buy a Python which cost 46,000cr before I upgraded some stuff. I bought the Python at Ising Dock but went to Goldstein Port looking for a 64 tonne cargo rack and something else they didn't have at Ising Dock as it is only an 18.5ly jump away.

Most likely in some Li Yong-Rui controlled system, like Ray Gateway in the Diaguandri system.
Have you checked Ray Gateway in Diaguandri, a system controlled by Li Yong-Rui that offers 15% across the board to anyone? Seriously, guys, if you want a big discount, always start in Diaguandri and check if they have the ship you want there.
