It is the CQC system. You need a permit to visit, and the only way to get the permit is to "prestige" in CQC, so if you haven't done this don't bother trying to go. I haven't got the permit yet but I wanted to know the current discounts because the only info is from before 1.5 and 2.0 were released and I wondered if the new small ships were now discounted (Cobra MkIV, Viper MkIV, Keelback, Asp Scout, etc.).
I have the other permits so this would be the last one on my list.

You can have some rather embarrasing detours if you get the system name a little wrong [where is it]
LFT 37 appears to have a 10% discount in outfitting (this was where a CG produced 30% discount reward which was discontinued very soon after). Not sure if there is a discount on ships too - the cutter is listed at 203+MCr for example (coriolis and edshipyard list them at 209MCr).

I don't know if I am right in this as for example a 3A fuel scoop is listed at LFT 37 as 880kCR but on the two sites is listed as 902KCr - however I see in a nearby (uncontrolled independent) system that the same 880KCr price is listed. Maybe prices are just different from the two comparison sites?

Because those numbers sound suspiciously like the 2.5% discount on all ships and outfitting that you automatically get when you reach Elite in any profession.
Yeah I do have Elite trader - I didn't know about a galaxy-wide 2.5% discount available due to that, can you confirm that is the case?

OK does anyone know of a discount on the Imp Cutter, I've just looked on inara to no avail. I sadly haven't cracked Elite yet so no Founders world for me.
Mr.Gr3y is correct, as far as we know there's no Li Yong-Rui system with a Imp Cutter so the best you will get is 10% knocked off. You can still buy one at 10% off and fly it to LYR space for 15% on the outfitting though, just be careful in transit.
I bought a Imperial Cutter at 10% discount at the Picaurukan [Bean Gateway] (Denton Patreus10% price reduction on all Imperial ships)
I then outfitted my Imperial Cutter at LHS 20 [Ohm City] (Li Yong-Rui 15% discount there) which was 41.98LY away from Picaurukan [Bean Gateway]

I then used the 20% Cargo Rack /Hull Reinforcement discount (Edmund Mahon CONTROLLED systems)
I bought 20% Cargo racks at... Mullag [Hume Orbital] which was 76.01LY from LHS 20 [Ohm City]

Can confirm Hamilton Gateway still has discount active for DBE - 03/27/2016
