Newcomer / Intro Advice on EDO Engineer mechanics

I looked to post this in the Engineering/Ship sub-forum but that appears to be dedicated to ship engineering rather than all engineering/engineers. Hopefully here will be fine.

It's been so long since I had to unlock an Engineer and I've played so little of Odyssey's surface gameplay that I'm a little lost when it comes to what needs to be done.

I've currently got access to Domino Green and have provided her with the Push that she requires (although my Inara account doesn't register that) and she will provide her services but I don't currently have enough stuff to upgrade anything. I've also completed the Surface Conflict Zone requirements for Hero Ferrari ( 20 logged in my Codex, thanks to the apparent bug.) As I'm not getting an invite to Hero despite logging off to Main and Desktop numerous times I'm left to assume I need to build my Rep with Domino via upgrades before I can discover Hero?

I'm sorry this is such basic stuff. I've been so busy over the summer all ED knowledge seems to have slipped away....as for EDO knowledge, nup - none at all.

Thanks to all and any that can confirm or generally guide me in the right direction.

Hero is a 'starter' engineer and as such independent from all others. In short: it's bugged. Some unlock it after 10 CZs, others after 30. Some think only specific CZs count, or only when there is a full moon. It's a mess.

For what it's worth, it unlocked for me after 14 CZs IIRC.

I got him unlocked, but I have no idea how many CZs I actually did. My codex says I did 44 and won 22. I'm quite sure I didn't do nearly that many, but that's what it says. And I know I didn't lose 22, so...it's just bugged.
