I got interdicted by an NPC because I was in hostile territory. I didn't shoot first because I noticed she was clean and I didn't fancy becoming a wanted criminal. I put all pips to shields and waited for the inevitable laserfire... which never came.
That was my first and only encounter so far. Would I have gotten a criminal record if I fired first? Would she have become wanted if she had fired on me?
You think it is possible for me to fight for the Alliance and visit Alliance space without problems if I pledge for Li Young-Ri?
He is independent and it looks like he cause a penalty to factual influence - but more so for Federation and Empire.
There is no Alliance systems currently in his space though. Mostly independent and Federation systems.
So far Powerplay for the Alliance is... lacking. I realise the Alliance is a peaceful, trade based association of independent systems (with an inefficient and bureaucratic civilian government), but really?

There had better be a second Alliance power coming up, somebody from the apparently very effective and efficient Council of Admirals who basically gives combat-oriented Alliance pilots more to do, because at the moment I'm considering withdrawing my support for Mahon.
I would think that you should be fine, by the looks of things Alliance bonuses often benefit independent systems - which, after all, the Alliance is looking out for, just trying to bring them all under the same non-Imperial, non-Federation umbrella.

...also, my understanding is you can of course go on the offensive yourself. If you go into another fractions space you can attack their ships and earn tokens that way. If you go look at the Galactic powers standing screen and look at what they have to do to expend etc, it tells you, as someone pledged to Mahon, what you need to do to stop them. It generally involves blowing stuff up.
