I'm really sure that they'll include it because it's there and its a nice feature.

It's the question if it wasn't finished at release or if they'll hide it in a dlc (paid or free)...

If they make them more modular like the PZ gift shops they'd be perfect.
The kitchen area and a counter for the cashier being separate tiles and then the table placements just like in Planet Zoo. You'd have more freedom in the design and layout of your restaurant this way
