Commander Ben Ryder at your service. I'm currently based in HIP 4005 and have been requested by a chap calling himself 'Dissiident Smith' the HIP 4005 Revolutionary Party of Utopia to extend the hand of friendships. As they say one hand washes the other.
The 4005 Revolutionary Party is an Anarchist movement based in an Anarchy Control System of the Utopian systems. The chaps there would like to for an Honorable non aggression pact with Archon Delaine's Kumo Crew. The terms would be simple. No acts of aggression from thought, words and actions toward either party. HIP 4005 and its Anarchic ways would be free from any territorial disputes with Utopia including acts of Piracy in return for Haram being left in peace by the residents of HIP 4005.
GluttonyFang, Scudmungus and geoffrey.hdt, Fergal (Hi Chaps) have been outstandingly Honorable in the past and show Delaine's crew in its best light. And it would be good to get to know you all and be in agreement that HIP 4005 is left to it's along with its 15 LY territory.
How does that sound? It's always nice to have friends who might not be on the same team but are in the market of shipping questionable goods and having their ear to the ground.
The treaty would only cover the system of HIP 4005 and its 15LY sphere no more, no less.

Ah...slight problem. We tried to oblige you with a group photo outside of Gabriel Enterprise but we were rudely interrupted by the station blowing two of us up: nothing like a bit of Archon hospitality. We were wondering instead if any of your chaps would care to join us on Saturday evening at Pegasi 34 for a spot of light entertainment? We'd be very honoured if you would!

I do apologise for the lack of introduction, I represent Aisling Duval's '13th Legion', a combat group associated with the Aisling Duval Facebook page. 10 pm, GMT, would suit us very nicely, however, we will try to accommodate you if this is too early for some of your cmdr's. I don't know the reasons for whoever is prepping it, I just looked at it, it takes 5 of our exploited systems if we lose it.

Thats 5 systems we will both have to pay the upkeep on, we will lose the income from those 5 and all of our faction benefits on them will be removed.
I'd ask why are you guys taking such as system that will harm us?

I was very disappointed yesterday when patrolling 34 Pegasi and Lusonda around midnite GMT+1 for a couple of hours, there was absolutely NO ONE in OPEN.
Checking traffic in Lusonda, this was the report:

... all of these are COMBAT ships.. where are you guys?? Lusonda should be the Enemy playground for farming, should be the place where we can find you... but.. all of the Enemies are flying SOLO only?

34 Pegasi was quite busy at points last night around that time. Whenever things seem unusually quiet in supposed busy areas, i quit the client completely and restart.
This sometimes gets you into a better instance. It's worked many times for myself and other team mates.

But prepping it and actually expanding into it are two different stories.
Just make sure it isn't expanded into and we are fine.

If you want to see players you need to travel by yourself.
Once you get a wing involved it makes instancing much harder, especially if the other players are in a wing.
I see it all the time, travel around by my self, get interdicted by a wing, travel in a wing, see no other wings.
34 Pegasi seems to be our money earning grinding system though. I'd imagine it has the highest percentage of players in solo out of our systems.

In regard of flying "not Winged" to try to find people, i do not agree with that.
I mean sure, i do not argue that possibly it works, but in my Vision of the game, i like to fly in Wing. if I have to play the game ina way i do not like because is "so broken" I cannot achieve my golas otherwise... then unfortunately... it is what it is.
I will fly Wing.. and I hope to find ppl..

Its not exactly the net code, its letting everyone from anywhere in the world play together.
Its not that wings cant see other wings, its 4 players have problems seeing another group of 4 players.
I don't mean you don't get wings fighting each other, you do, but its difficult for the matchmaking service to put a specific 8 players together unless they are all in the same country.
Once one or two players are from other parts of the world the chances of it working greatly decrease.
All of the Powers threads and reddit channels have stories of players going to the enemies territory and complaining about everyone else hiding in solo.
Lavignys Legions plans are still to focus on undermining only us.
We have 2 ways to counter this, fortify most of our systems, or undermine theirs.
They fortified 100% of their systems, and only 5 had that cancelled, and expanded to 7 new systems. This cost them 335cc.
They only have 295cc surplus, so they only need to have enough fortifications cancelled worth 630cc. The 7 new systems they have added are far away from their capital and more difficult to fortify.
Hudson has already indicated they will focus 100% of their undermining to ALD.
ALD dropped from 88% to 71% by having 0 preparations and 7 expansions.
They will get 0 expansions this cycle, and maybe 2 preparations.
Its difficult to know how low this will drop them, but Aisling and Torval are on 64% so they should certainly move above ALD kicking them out of the top 3.
If we are lucky they will drop under Patreus putting them in the bottom 3.
If we can stop their expansion the next cycle (and I'm sure there will be ample support from at least 3 other Powers) they will have had 2 cycles without an expansion and be in the bottom 3.
Or we can deliver stuff to fortify our systems

I think Frontier underestimated the level of Imperial loyalty.
Of course the powerplay mechanics make internal Imperial conflict harder, but it seems like most people are loyal to the Empire first an foremost and their specific power second.
