To my knowledge it's completely random.
But who knows. BGS is and always has been a big mystery. I've certainly didn't notice any particular correlation, though.

It's random. If it was tied to any background influences different people wouldn't see the same offerings each week. It changes each week with the maintenance btw.

To be exact it's randomized every Thursday at the weekly reset at 8-9UTC in the morning. Once someone buys a upgraded/modded item it's taken out of the store for everyone in the entire world who plays the game.
The same galaxy exists for everyone, Solo, PG or Open. The only difference between players in these groups is a filter that separates them from other players based on a choice of modes. So the answer is yes, because solo players are playing in the same game space.
