At that point it may be worth just gathering raw exploration data rather than chasing passenger missions.
Travel to Maia and use EDDB to search for all earth like worlds in a 150ly radius, there’s at least 30 for you to scan. That should do it...
If you feel you really want to do it via sightseeing then you just want a system with as many allied/friendly factions as possible. One would have though tourism systems would be your best bet but I’ve not really seen anything to suggest they’re better than other systems.
