I think they've made it clear that they think it's a server issue now. Not a update/launcher problem.
That's the way it sounds to me anyway. I bet they have it sorted in no time, we'll be in soon.
Win7 64 bit? Forc-fdev.... is in appdata on my machine. I have searched whole c: drive. The only occurrence.
I'm not so sure it's just server side. CPU for the client is stuck on 13%, memory not increasing, log file getting bigger by the second - looks to me like the client is looping trying to get a connection which is why none of the other options work.
If the client can't connect it shouldn't continually retry so it gives you a chance to do something else.
Probably an issue with the server but the client is handling it badly as well.

But hey its BETA, this is what BETA is all about, fixing the thing when it goes live (and finding the errors when its no longer in an isolated server environment), all those complaining of "no patience" and raging because its broken, really need to exit the game, exit the forums and go read on what the definition of BETA is...
Then come back when the game is completed because its quite obvious that Beta is not for you..

I always install games to my raw directory on my second HDD so mine is
D:\Frontier\EDLaunch\Products\FORC-FDEV-D-1002\Logs
