General Better scenario for killing marauders missions in disabled settlements

Since they're marauders, the scene should be different:

-Some doors and lockers are opened. Obviously, marauders came not just to walk.
-Some loot is disappeared. Looted before us.
-Marauders should be in- and outside of buildings.
-Additional spawn via dropship should be at the end. Like marauders called for a help. This spawn depends on the mission difficulty.
-Dropships should be Owtlaw, or in Wanted state - to let us shot them down or fight back, at least, without consequences.

They used to be wanted, now they're not. That should tell you all you need to know.

What do you mean?
All buildings are closed, containers have the same loot spawn as in active settlements, no marauders inside of any building.
No signs of the settlement being marauded.

Even more, sometimes bandits spawn from dropships only and no one is in settlement before our visit. Questgivers are quite magicians or foreseers.
