Commanders should be able to found their own Minor Faction in game imho. This could be either as a group via the forthcoming Squadron mechanics or individually as a reward for those with triple Elite or Double Elite with Admiral/King. Limiting each Squadron/Commander to one, making it an expensive purchase, and having it automatically removed if its Influence stays at 1% for 4 Powerplay Cycles could prevent numerous zombie Player Minor Factions from being created. This would be automated and different from the current Player Minor Factions that currently exist as although any name could be chosen a la a ship name, the description would be a generic one based upon Allegiance and Government.

Imho this would allow Commanders to continue their character's progress in game once they have achieved Triple Elite and/or the upper Military Ranks and allow them to own Assets other than ships using current game mechanics. For some Commanders imho this would make the game more compelling and the BGS more relevant to them. From a game lore perspective it would also make sense that leading military figures and/or entrepreneurs would be able to carry the influence or just own the wealth to buy their way into power via a Minor Faction.

If implemented in the future Player Minor Factions could be given more simulation style controls to affect the System with a view perhaps to eventually enabling Minor Factions to be promoted/demoted automatically to and from being Powers.

My thoughts, and yes, this is in part a reaction to that other space simulator currently in production.

With the current set up, nope... This would interfere with how FDev sets up wings within the game. Further this could be exploited for injecting yourself as a minor faction in systems that have rare goods in. As Limoncello Lizard will tell you -- this doesn't always go according to plan even when FDev decides that a wing is eligible for insertion into the game.

In the future, they (FDev) might open up the possibility with caveats... But that's not until 2018 and I suspect, they're still going to want to have control over where you attempt to inject your home base in the game.
