Oh poop, yes, I thought OP meant PINNED Blueprints.You can visit any engineer you have access to and engineer any suitable module using any blueprint they have including experimental effects, you can at your convenience swap that module to any ship in which it will fit.
For each engineer you have access to you can while there pin one blueprint of theirs to use at any station at your convenience but you cannot add an experimental effect remotely, if there are two or more engineers with blueprints for the same module you can pin a different variation from each engineer.
You can only improve you standing with an engineer at their base not by remote engineering.
