No - Boron, Lead and Rhenium weren't invented until after the 5-3-2-1 material system was set up, so they don't show up in any drops on that system like surface prospecting.
They appear as (very rare) drops of asteroid laser mining.
(Though, fortunately, hardly anything needs them so you don't need that much either)
Weird that grade 1 material is actually very rare.
Oh well, showcases that the rarity and grade are not equivalent.
I've never come across Boron in all my time playing ED...then again I've not laser mined since the mining update.
Classified Scan fragments is another mat I've never come across...I've never needed it for engineering so it's not really an issue but I've often wondered where you'd find them...mega ships? Planetary data nodes?

It's possible to get quite alot of it when laser Mining over time - but only if the Asteroid Rings on location have them.
Since that needs to be manually sampled and isn't indicated (i.e. FSS or System Map), it's impossible to specifically seek and target a correct location.
Needs the usual Spreadsheets or Trial & Error.
Due to that, a Mat Trader is clearly the better choice - especially since huge volumes can be attained by trading just a low amount of G3 or G4 downwards at the Trader.
I wouldn't recommend trying to manually mine it specifically, takes way too long to find a suitable location and acquire a large amount.

nope (tested that). even at a ringed landable the materials at the ring are unrelated to those on the surface.
Stealth weapon... If your opponent is not taking notice of the nasty little blighters they apparently can do considerable damage... Allegdly - I read that somewhere on this forum a long while ago
Scans of system authority Anacondas I think is where most of mine came from, not that I have many.
(Which of course requires you to be Neutral with the faction, or they'll autoscan)
Fortunately they're only used in some fairly niche blueprints.
