Bounty in Anarchy system

Hello all,

I'm looking for a bit of clarity around the rules of engagement in anarchy systems. My understanding was, I could fly into a settlement in an anarchy system and commit the act of murder without consequence. When I tried this, I got a bounty for each person I killed. Is this intended?
 
Minor correction: LAws are local to the faction, not just the settlement. If the faction owns other bases/settlements/stations, you'll show as wanted at those as well. Not sure if it counts outside the sector or not myself, since I tend to only annoy factions that are only in one system (or at least aren't present in other systems I visit), but it's definitely faction rather than settlement specific :D

Yeh, worth pointing out that penalties carry to other settlements because it's based on the owning faction but I'm not sure I was incorrect :D

I was stating that faction law applies down to settlement in scope, not system wide. This is factually correct. You just added useful, factual, information to that fact. I didn't say "it's based on the settlement", I said the laws are local to it.
