PS cash / weapons are not an issue i.e. all are unlocked.

Experimental weapons actually. AX and Guardian weapons count towards that limit, the flak launcher however, does not.
I don't know about the guardian hull reinforcements tho, as they cannot be engineered and you want a lot of hull Points. Also about the shields, afaik Bi-Weaves are king for AX-combat.

Nope, for some bizarre reason Guardian+AX is 4 per ship.
