Can a minor faction have only one expansion at a time

There’s a minor faction threatening to expand into my system. They’re not in expansion state yet but a few percentage points away from 75 percent.

This faction controls many systems. If I expand one of their other systems far away from me before they can get to expansion in the system near me will that scuttle their plans. Can there be only one expansion at a time for a minor faction no matter how large. Thank you in advance BGS wizards.

yes.
a faction can only expand from 1 system at once.
that faction is listed as expanding from in station news once the expansion is pending.

Yes, only 1 expansion at a time.
If there are multiple systems over 75, then it's down to happiest, which nobody understands

Not working so it's the last to reach 75%.

We have a number prepped and the very last to get to 75% over a certain population level is the one expanding. Had this a number of times.

Correlation is not the same as causation.

Looks like you are ramming observation into a theory and fudging it till it fits (over a certain population)

but to come back to the question at hand:

make sure the current expansion state of the faction. if it does not expand currently, easy. if it does, and you know when it started, you have to push up a system over 75% every 12 to 13 days.
caveeat: if they failed 2 expansions from that system previously, it will be on their blacklist. you need historical data to make sure...

provably the better strategy would be to fill "your" system to 7 factions and keep the non-native faction reasonably high.

To be picky: failed 2 consecutive expansions. (I know you know that)
Can probably be assumed to not be the case unless you have strong reason to suspect it.
