Yeah, but I'm noticing that hurts your local reputation. So, a faction sends to retrieve the black box, and then upon return, you get scanned, and fined, and that hurts your reputation with the faction you're completing the mission for. So, if you're trying to make an ally, it's counterproductive.
Think of it like this: You're currently an errand boy for one or more mildly influential people within the faction. The mission states this is an illegal mission, meaning stolen goods.
If the corrupt Mayor asks you to go hide the evidence of him taking out his opposition, he's not going to stick his neck out and get you out of jail for something you did while working for him. It would raise too many questions.
Very similar are the missions for collecting alien artifacts or rare art work. Sure you're getting them for someone in the controlling faction, but that doesn't mean the cops they hire will look the other way. If there wasn't a chance of getting caught, why would they need to hire you?
